Introduction:
NIAAA and the NIH have long been interested in fostering collaborations between U.S. and foreign scientists in order to advance scientific understanding of alcohol abuse and alcoholism and other areas of biomedical and behavioral research. Similarly, the German Federal Ministry of Education and Research (BMBF) has been interested in such collaborations .
The aim of the collaboration between the U.S. and the German funding agencies is cofunding of cooperative projects between U.S. and German scientists:
on the German side: within the current funding measure of the BMBF (see below)
on the US side: within the „Developmental grants for collaborative projects“ of NIAAA.
Within the BMBF funding measure „Addiction research collaborations“ BMBF is currently funding 4 research consortia which are regionally organized. The consortia will have a 2nd funding phase which will start by the end of the year 2004 with the deadline for submission of grant proposals at April 30, 2004.
Funding of the German projects:
(through the current funding measure of BMBF „Addiction research collaborations“).
Cooperative single projects can be applied for within the existing research consortia. The projects are required to fit to the goals of the given funding measure, which are listed in the presentation „General Information on BMBF project funding in health research and – especially - in addiction research.“ The proposals should point out the joint approach, the synergistic effect of the collaboration, and the specific contribution of each partner (German and American). For administrative reasons the German part of the project should be formally independent.
Grants can be awarded to cover the following types of expenditure: personnel, consumables, travel. Short-term exchange visits (up to 4 months), particularly of young scientists, can also be funded. Travel costs for German researchers to their U.S. partners for the planning of projects can be provided to up to 1000 € per proposal.
The deadline for submission of grant proposals is April 30, 2004.
The currently funded projects within the 4 German research consortia and the contacts of the principal investigators can be found in the given lists. The PI´s may be contacted by U.S. scientists who are interested in a cooperation. The German scientists are asked to initiate contacts to U.S. scientists for projects which will add a surplus to their research consortia, especially if they cannot find a German collaborator for specific research objectives.
The reviewing of the collaborative proposals will be via an international peer review board (U.S., Dutch, Swiss, Swedish and German scientists from the fields of addiction research, psychiatry, neurology, behavioural therapy, public health, health economy, clinical trials, general practice). They will be reviewed in the context of the research consortia.
